Subject: FY2013 Budget
We are beginning preparation of the FY2013 budget. This year the Board of Selectmen and Finance Committee will be working more independently.
We want to get this information to you early so that you have maximum time to prepare your budgets. What this means:
- Budget Worksheets: Budget worksheets for FY2013 are attached. For an electronic version please contact Town Accountant Ellen Miller at admin@rowe-ma.gov or visit the town website www.rowe-ma.gov.
- Submittal: Budget worksheets should be submitted to Town Accountant Ellen Miller at admin@rowe-ma.gov by Thursday, January 5, 2012. Electronic submission is preferable, but hard copies will also be accepted.
- Review Meetings: The Selectboard will meet with all boards, commissions, committees, and departments to discuss their individual budgets. Meetings will be held in mid January. If you are ready earlier than that, we can meet before then.
- COLA: COLA information will be forthcoming from the Selectboard by November 30th.
- Assess Needs: Rather than level funding…or adhering to a particular percentage increase… please look at each line item based upon need. As we tighten our belts and find more efficient ways to do business, perhaps line item decreases may be in order. In some cases line item increases might be called for.
- Be clear about expenses: We were recently informed by the School Committee that there will be a shortfall in the current year (FY2012) budget due to unanticipated tuition costs. This may impact next year’s budget also as this may affect our Free Cash. Because of this there is definite budget pressure this year to be clear about expenses.
- Capital Items: For departments with capital items, please review your attached CIP (Capital Improvement Plan) spreadsheet. Mark these sheets with any changes and return them to Ellen Miller.
